India has the fifth largest electrical system with an installed capacity of 206 gigawatts. Still, about 400 million Indians lack access to electricity and to even more, it's unreliable and is of poor quality. By 2035, India's power demand is slated to double. Electricity governance is riddled with three big problems of loss and theft, lack of accountability and lack of holistic governance. What are the issues in governance in policy process and in regulatory process? How can we improve policies related to electricity?
