Jagdamba Prasad(JP), the thrice-married collector of Tikamganj Dist. has received a letter from his brother-in-law stating that an inspector has to arrive secretly in his district to enquire about his corrupt practices and his associates. At the same time, he apprehends that the inspector might have arrived already in the town in disguise. The story revolves around a young man 'Kewal who is mistaken as the inspector by JP and his associates.
